The future of Harney County has always been its young people—the next generation who will inherit this amazing place we call home. What began as a series of community conversations around supporting and empowering youth in Harney County, eventually evolved into a dedicated youth collaborative, known as the Youth Changing the Community (YCTC) Collaborative.
