Eastern Oregon Collaborative Center
High Desert Partnership will advance the cutting edge work of supporting collaboration to develop the Eastern Oregon Collaborative Center (EOCC). The EOCC will provide a permanent physical space to take this work to the next level and sustain it over time. It will create capacity to take on new issues. It will, in and of itself, help to continue to build the economic, social and environmental fabric of Harney County by creating a facility that will draw practitioners, subject matter experts, university classes, researchers and a vast array of collaborative partners to Harney County.

Vision for Today and Tomorrow
Ecology. Ecological systems include large, functioning open spaces, with healthy range, forests and wetlands and abundant wildlife while providing meaningful employment opportunities. Resource management decision-making continues to happen without litigation.
Economy. The economy is thriving, with a strong agricultural sector and vibrant businesses in town providing family-wage jobs and sustaining high quality of life for residents. Job skills training is available along with adequate housing stock.
Community. People build relationships and work together to address persistent challenges while taking advantage of opportunities. Collaborative participants recognize the connectedness of the three legs of the stool (economic, social and ecological). They see the three areas as a positive-sum game, where cooperation creates value for all participants. Generations and families are working together and trying new things. Collaboration is the go-to tool, creating less divisiveness and more desire to be involved, with active participation in boards and commissions enlivened by youth. Productive relationships between community and agencies who work together serve to preemptively address emerging issues. People are more self-sufficient and find support at every level when needed. Artists and the arts are thriving. Youth have abundant opportunities, whether local or returning from college or trade school, Harney County is a place they want to come back to. This is the authentic Harney County.
High Desert Partnership. High Desert Partnership is recognized by state, federal, local leaders as the model for what this work is, helping to facilitate change and demonstrating results. HDP is financially sustainable with diverse income streams, to adequately compensate our dedicated staff. We have adequate financial reserves if needed. We contribute to the local economy with a physical office location in our community and through the funding we bring in to support collaboration and HDP.
